Licensing in the Empire

In the Empire, nearly everything has to be licensed.


The Empire likes to keep things very orderly. Rather than imposing taxes on income or sales, it charges fees for licenses that allow its citizens access to public works, the ability to travel, the ability to marry, and even to have children!
